A new era of mandatory training for strata committees

Pending reforms to strata management legislation — including the Strata Schemes Legislation Amendment (Miscellaneous) Bill 2025 — are expected to commence later this year. A key part of these reforms is the introduction of mandatory strata committee training. In particular:

Strata Committee Training  

Section 257B introduces a clearer and more structured framework for mandatory strata committee training. The provision provides that:

  • The training which must be provided by a training provider approved by the Secretary includes the training specified in section 37 and other training specified by the regulations.
  • The regulations may make further provisions regarding training providers.

Key Training Requirements

From 1 October 2026, new and returning strata committee members in NSW will be required to complete online training delivered by NSW Fair Trading within 3 months of being appointed. At present, Fair Trading is the only approved provider for mandatory strata committee training. The key points are:

  • The training is free, self-paced and takes approximately 1 hour to complete.
  • It will be available via Strata Hub (a link will be provided by Fair Trading once launched).
  • Strata committee members must complete the training annually to remain eligible.
  • Failure to complete training on time results in automatic removal from the committee.

Training Exemptions

Training requirements do not apply to strata committee members:

  • In two-lot strata schemes;
  • Who are members of the Australian College of Strata Lawyers;
  • Who are strata managing agents; or
  • Filling a casual vacancy for less than 3 months.

Committee members who are exempt from mandatory training should provide evidence of their exemption to the committee secretary. Once the introductory training is completed, committee members will have access to additional training each year. How do these changes impact strata managing agents?

Strata managing agents will need to update internal processes to support schemes in meeting these new training requirements. In practice, agents should:

  • Maintain training registers so schemes can demonstrate that all committee members have completed the required training.
  • Support committee members in their role by sending reminder notices to committee members approaching the 3-month deadline.
  • Inform committees on the new requirements to complete mandatory training and the potential consequences of non‑compliance.
  • Monitor updates regarding additional training courses.
